3.5.1 Policy and commitment
The cycle of continual improvement is based on three principles:
the Company Environmental Policy Statement
the priorities as specified in the annual President's Letter
the instructions for implementation issued by the Steering Committee for Safety,
Health and the Environment.
These instructions serve as the guiding principle for the operating companies'
environmental management. The specific guidelines and instructions applicable to
safety, health and the environment (SHE) are currently being collated into a manual.
This manual, for all production facilities, will serve as a comprehensive guide for all
activities related to the implementation and improvement of environmental manage
ment and safety.
3.5.2 Target setting
Each operating company specifies the environmental targets it will endeavour to
achieve, and prepares an operational plan, which includes a separate section on the
environment. The companies also specify the target values for the consumption of
water, electricity and heat (the three 'key indicators').
The operating companies are free to specify target values for additional environmen
tal issues. The key indicators are incorporated in the Three-year plan, which requires
approval from the Executive Board.
3.5.3 Implementation
Subsequent to the approval of the planned environmental activities, the operating
company commences with the implementation of the operational plan, which usually
involves the environmental co-ordinator. Heineken Technical Services' environmental
specialists provide assistance when requested.
3.5.4 Monitoring and reports
The Company's operating companies bear the responsibility for the monitoring and
registration of their environmental performance. All our breweries report within the
framework of the Brewery Comparison System (BCS), in which they provide figures on
their energy and water efficiency. In 2000 this BCS will be expanded to cover other
environmental indicators. The European companies annually draw up internal envi
ronmental reports in which they provide a summary of their environmental policy,
